Are face pulls actually doing anything for my shoulders? 6 months of daily work!

So, i've been slamming face pulls daily for 6 months and my shoulders still look like sad little wings. I swear, the only thing they've developed is my commitment to looking ridiculous in the gym. Anyone else feel like they've put in the work but got played? 🤷‍♀️
