After 2 years of lateral raises, am I doing something wrong with my delts?

TL;DR: 2 years of lateral raises, weight went from 10 lbs to 20 lbs, but no shoulder growth. What gives?

Yo, I've been grinding on lateral raises for like 2 years now and I feel like my delts aren't growing at all! I started with 10 lbs and now I'm at 20 lbs for sets of 12, but honestly, my shoulders look the same. Anyone else feel like this? Am I missing something? Do I need to switch it up or what?
